Orlando Health Insurance: New Health Exchange in Testing Phase

The Obama administration is preparing to launch a final “dress rehearsal” next month for the new state and federal healthcare exchanges.

Marilyn Tavenner, administrator of the Centers for Medicare and Medicaid Services, or CMS, is spearheading the implementation of the exchanges within the Department of Health and Human Services. According to the Insurance Journal, the testing is supposed to be in place by the end of August, and be tested in September.

The testing includes the full range of health exchange systems, including the data hub and information technology systems of health insurers, states and federal agencies.

As with any large scale overhaul, the healthcare reform requires several significant new technology systems as well. The task of building a complex IT system for the exchanges is one of the biggest challenges for the healthcare overhaul and one that has the potential to delay the start of open enrollment. The new IT system includes not only the data hub that connects federal agencies with insurers, but it also connects the Internal Revenue Service system that will help determine whether applicants are eligible for federal subsidies to help them with insurance premiums.

According to the CMS, the administration is on time with the development of the IT system, is currently beginning testing phases. They expect the testing could continue right up until the online health marketplaces are scheduled to begin enrollment on October 1.
